WHO Collaboration Centre for Health Systems Research
WHO Collaboration Centres (WCCs) are the institutions outside the WHO that are designated to internationally promote WHO’s programs. Across about 80 countries, there are more than 800 WCCs. Since 2009, the Bureau of International Health Cooperation has been designated by the WHO as the WCC for Health Systems Research. The Bureau collaborates with the WHO in formulating policies and implementing strategies regarding health system strengthening through research, assessments and human resource development. We also participate in the assessment of the impact of health programs on health systems and planning of research activities.

Terms of Reference (TOR)
- TOR1: To assist WHO in supporting countries to put integrated people-centered service delivery in place.
- TOR2: To generate evidences to strengthen health workforce regulatory systems and nursing education for people-centered care.
Activities
- Activity1 for TOR1:To provide technical assistance for capacity development of hospital staff in the selected countries in the Western Pacific Region on hospital quality management and patient safety.
- Activity2 for TOR 1:To share evidences in policy implementation on community based integrated care services for the elderly with countries in Asia.
- Activity1 for TOR2:To conduct descriptive and comparative studies on the development process of the health workforce regulatory framework in countries including Cambodia, Lao PDR and Viet Nam.
- Activity2 for TOR2:To conduct descriptive studies on the implementation process of the health workforce regulatory system, focusing on leadership development for nursing professions in Cambodia and Lao PDR.
- Activity3 for TOR2:To assess the on-going interventions on capacity development of school teachers and clinical instructors in nursing education in Viet Nam.
